Limit Processing for Contactless Payment

Contactless Payment Limit: With contactless payments using a mobile phone or a contactless card, its possible to do point-of-sell POS transactions without the need to verify the cardholder (so called no Cardholder Verification Method "no-CVM" transactions) if the transaction is a "low-value" transaction.

In case of a "high-value" transaction cardholder verification is always required.

The amount which determines whter a transaction is a low-value or a high-value transaction:

  • Is determine by the card scheme (MasterCard in case of Maestro PayPass or VISA Paywave)
  • Can vary percountry or region (in the United Kingdom UK it is set to £30 or in the Holland/Netherlands it is set to €25.
  • Is configured in and checked by the POS terminal (therefore, the terminal will ask for a PIN if the transaction amount is €25 or higher.

In just a few years now, the number of contactless transactions in the UK has increased exponentially as more consumers use the technology at more contactless locations.

With no-CVM transactions can be done in any merchant environment (where VISA Debit payWave or Maestro PayPass is accepted), whereas with contact payments no-CVM transactions are only allowed in specific merchant environments (for example, parking garages, tollways, transit vending machines).

Note that in Netherlands MasterCard has granted a waiver that support for no-CVM transactions at (transit) vending machines is not required.

Low transaction limits: In the United Kingdom Visa contactless cardholders do not need to sign or enter a PIN to complete a transaction below £30 (transaction limits vary by country).

Higher value transactions using a Visa contactless-enabled card will revert to the traditional cardholder verification method (cardholder signature or PIN).

CVM = Cardholder Verification Method, therefore method toverify (authenticate) the cardholder (e.g. "Online PIN", "Offline PIN", "Signature", "no-CVM required")

The contactless application (Paywave or PayPass) on the online banks card couldonly supports "Online PIN" and "no CVM required" as allowed CVM. So "no CVM" in this context means "no PIN".

Contactless Payment Limit Per Day

The daily limit for contactless could be specify as shown in the table below:

Transaction authorised stand-in (therefore, stand-in Advices) don't reset the "no-CVM" contactless payment limit, as receipt of stand-in advices in chronological order is not guaranteed.
Remarks A stand-in transaction (i.e. Advices) is not impacted, as they can be received in non-chronological order (taking also non-stand-in transactions into account).

Pre-Authorization Requests are impacted, whereas the completion is not (so no impacting for the final amount).

Recently, Barclays bank launch a contactless cash machines in its branches which enabling customers to withdraw up to £100 cash by tapping their debit cards or mobile phone (or smart phone) at the terminal. £30 = Contactless limit natwest = halifax = hsbc = barclays = lloyds = RBS. That is how many times can you use contactless in a day. For contactless card payments, the limit remains £30.
United States of America (USA) US$25 The Bank Host Issuer do set the floor limit based on its merchant risk assessment factors. US$25 is the lowest value found, but US$50 is also very common.
